Add sugar and corn syrup to a saucepan and stir to combine.
Stir while over low heat until the outer edges start to bubble (do NOT let the mixture come to a boil).
Remove from heat, then add vanilla and peanut butter; stir to combine.
Add the Rice Krispies cereal and stir until well-combined.
Spread into a greased 9x13" pan.
Melt chocolate and butterscotch chips, stir well and spread over the bars.
