In a microwave-safe dish (needs to hold at least 6 cups), combine the flour, baking powder, salt, sugar, cocoa, oil and milk; set aside.
In a small mixing bowl, combine all topping ingredients except the boiling water.
Sprinkle the topping mixture over the batter; do NOT stir.
Pour the boiling water on top; again, do NOT stir.
Microwave on high for 2 ½ - 3 minutes* (microwaves vary greatly) OR bake in a 350°F oven or toaster oven for 15 minutes.
Enjoy warm with ice cream, if desired.
