Make crust: Stir together flour and sugar; cut in butter; press into parchment lined pan; bake at 350℉ for 10 mins.

Make filling: Whisk together the sugar, flour, half and half, eggs and vanilla; stir in the rhubarb. Pour on crust; bake 40-50 mins.

Make frosting: Beat together cream cheese, powdered sugar, and vanilla; stir in whipped topping; spread over cooled bars.

Refrigerate until ready to serve.
