In a microwave-safe dish (needs to hold at least 6 cups), combine the flour, baking powder, salt, sugar, cocoa, oil and milk; set aside.
1/3 cup flour, 3/4 teaspoon baking powder, 1/8 teaspoon salt, 1/4 cup sugar, 2 teaspoon cocoa powder, 1 tablespoon vegetable oil, 2 1/2 tablespoon milk
In a small mixing bowl, combine all topping ingredients except the boiling water.
2 tablespoon sugar, 3 tablespoon brown sugar, pinch salt, 1 teaspoon cocoa powder
Sprinkle the topping mixture over the batter; do NOT stir.
Pour the boiling water on top; again, do NOT stir.

Microwave on high for 2 1/2 - 3 minutes* (microwaves vary greatly) OR bake in a 350°F oven or toaster oven for 15 minutes.
Enjoy warm with ice cream, if desired.
